Emotions run high at latest hearing on Appleview project

The Hudson County Planning Board once again listened to testimony concerning the proposed Appleview development during a continuation of the hearing on Wednesday. The controversy over the development – to be built near the North Bergen/Guttenberg border – has continued for more than a year at both the municipal and county level.

Appleview, LLC, proposes to construct a 59-unit condominium complex at 7009 and 7101 River Road. The proposed building is adjacent to the Galaxy Towers in Guttenberg and 20 feet from a high-pressure natural gas line. Galaxy residents fear the construction could disturb the 36-inch pipe and cause a potentially fatal explosion. Another concern is that the development could remove too much soil and rock from the Palisade Cliffs.

The Hudson County Planning Board’s hearing on the proposed Appleview condominiums in North Bergen, near the Guttenberg border, will resume Sept. 21. Their second meeting Wednesday continued with questioning of the project’s engineer by an attorney for opponents of the project.

Another round of hearings regarding the Appleview Development on River Road began last Wednesday and local residents are asking the Hudson County Planning Board to look into safety issues concerning a gas pipeline near the proposed site.

The North Bergen Planning Board began hearing testimony June 24 from a developer who wants to build 60 residential units near a high-pressured Transco gas pipeline and near the Galaxy Towers Condos in Guttenberg.

The units are in North Bergen, but near the border with Guttenberg.

Approximately 60 local residents, including a group of Galaxy residents organized by Siat Ng, attended the Thursday, June 24 meeting.

The North Bergen Planning Board had previously heard a 140-unit proposal for the same land that has since been scaled back. Now they’re bringing a new proposal to the North Bergen Planning Board, which will decide whether or not to give the developer several variances.

   After 10 residents gave statements on the Appleview LLC 
   development   project near the North Bergen/Guttenberg border,
   the North Bergen Planning Board – without any deliberations – 
   approved the controversial application at their meeting Wednesday 
   night. The proposal was approved under the condition that several 
   issues will be dealt with before construction begins.

   Nine months ago, hearings began for the developer, Carmelo Spoleti
   who plans to build a 59-unit residential complex at 7009 and 7101 River
   Rd. in North Bergen. The project is near the Galaxy Towers in 
   Guttenberg and also 20 feet from a major natural gas pipeline.

The Williams Transco Gas Pipeline originates in Texas and transports around 40 percent of New York City’s natural gas. Members of the public fear the Appleview construction could disturb the 36-inch pipe and cause a disastrous explosion.

The North Bergen Planning Board approved the controversial Appleview Development on Wednesday, The Jersey Journal reports.

Area residents strongly opposed the project, which will be built on the North Bergen/ Guttenberg border on River Road next to a natural gas pipeline and Galaxy Towers.

The residents argue that it is going to be built dangerously close to the natural gas pipeline and would partly obscure their views of the Hudson River and Manhattan skyline.

NORTH BERGEN —The wrong date for the next Planning Board hearing was printed in the March 20 issue of theNorth Bergen Reporter’sstory, “Pipeline expert raises questions." The correct date is on this Wednesday, March 30 at 7 p.m.

The meeting could be the last and result in the final decision on whether Appleview LLC, a 59-unit residential complex near the North Bergen/Guttenberg border, will receive variances and be allowed to move forward. Residents surrounding the development, largely from the Galaxy, have fought it due to its close proximity to the Transco Williams Gas Pipeline, which transmits 40 percent of New York City’s natural gas from Texas. —Tricia Tirella

A gas pipeline expert hired by objectors to a 59-unit residential development to be built near the three Galaxy Towers and a major natural gas line has suggested to North Bergen Planning Board members some of the questions they should be asking about the project, but it’s not certain if the operator of the pipeline will be available to answer.

In September, a gas pipeline explosion in San Bruno, Calif., killed eight people and destroyed dozens of homes, a reminder of the dangers posed by natural gas.

Could what occurred there happen in New Jersey?

The short answer: It already has. The most recent comparable incident to what happened in San Bruno occurred in Edison in 1994. A roaring fire fueled by a rupture in a transmission pipeline destroyed eight apartment buildings, injured nearly 100 people and caused $25 million in damage.

The stability of the Palisade Cliffs behind the proposed Appleview condominiums is one issue under debate as the project’s application for approval goes forward, and another is the proximity of a high pressure pipeline supplying natural gas to New York City that some fear may be disrupted by the construction. According to the geotechnical expert for the proposed, the steep slope behind the site along the Hudson River is not part of the Palisade Cliffs, so soil and rock removal there won’t be significant.

The explosion in San Bruno, Calif. last month has sent shock waves into many communities where residents live in uneasy proximity to high pressure natural gas pipelines.
